Nice chrome head cone retainer or bearing retainer plate for Timken style bearings on 1949 to 1965 Panheads, 1958 to 1973 Servicar and 1966 to 1984 Shovelhead FL and FLH models when using a steering damper. This has an integral threaded nut for your fork neck.
