You are purchasing one complete set of reproduction chrome saddlebag hangers for mid to late 1930's model Harleys. These were used with the style of saddle bags which had leather straps to affix the bags to the bike before they started using the chrome plates to mount them to the fenders.

I have seen this style saddlebag and hanger set up on late VL and early Knucklehead models. I believe these were most commonly used from 1934 to 1940.
