You are purchasing one USA-made reproduction of a 1924-1932 wire clip or clamp for Harley-Davidson JD, VL, single, and possibly DL models This is a spot-on reproduction patterned from an NOS one.  This is made with the proper spring steel for a perfect fit and the durability of an original.  These are always missing on these old bikes.  We are working on more clips as well as other hard to find parts for the pre-Knucklehead era, stay tuned.  I am not 100% certain the exact placement on the bike for this, by appearance, it would seem it would be for one or two wires and it fits on a 1" or 1 1/4" tube.
