You are purchasing one new reproduction headlamp mount made in the USA, this has the correctly formed stem mounting area. Original part number was 4966-36.
Used to mount your Cycle-Ray headlamp on 1936 to 1945 model big twin, 45, and Servicar models with the exception of some war era WLA models which had a special unitized headlamp and horn mount bracket. They changed to a different style horn and bracket mount in 1946 to accommodate the new hydraulic shock. To my knowledge, even non-shock equipped models used the later style top mount after 1945.
These are really nice reproductions. Keep in mind there are probably little detail items a judge may pick apart if you are having your bike AMCA judged.

- 1937 to 1945 U, UL, UH, ULH, ULA 74” & 80” flathead
- 1937 to 1945 W, WL, WLD, WLA, Servicar, 45” (Please check your reference material to see if it would have been used on your particular vintage. I do believe this was used on the earliest WLA’s into early 1942).
