You are purchasing one pair of circular tool box mount pads or screw plates specifically for 1938-1939 EL Knucklehead and UL models. These were originally brazed to the back of the tool box bracket. They used a rectangular screw plate in 1936 and 1937 and we sell that on another listing in our store. Searching through early parts catalogs, there was never a break out for this part number like other frame parts, photos of original frames confirm this is correct on '38 and '39.
