You are purchasing one set of European-made Panhead valve covers which are a cool replacement for Harley-Davidson 1948-65 models.  These are 12 hole covers and are raw steel, so you can chrome them, paint them, or let them rust nicely for your ol' rat bike.  You get two as pictured with your purchase.
