You are purchasing one European-made inlet pipe extension or spacer block for 1 1/4" Linkert carburetors. Can be used from 1933 forward but my reference material shows this was 1941-1946 WLD and 1941-1945 WLA and WLC models. This is 7/16" thick. Will not fit 1" three bolt carburetors. I believe they started using the spacer with the advent of aluminum heads, though I'm not entirely certain on this point. Can be used on earlier and later models with 1 1/4" carburetors, but that may create issues with throttle cable alignment as well as interfere with shifter arms on earlier models.
